Who was the runestone carver? 
He was wilful artist with an assignment to carve a memorial stone. 
His passion for the art was far greater than his interest of the memorial part of his work. It is not likely he was a relative of the deceased father Vigisl or even a friend of the family.

Why was he careless about the distance between the runes? 
Look closely at the runes! In the beginning (on the neck of the dragon) the runes are big and have enough space and in the end they are very closely packed. If the carver had been half as thorough with the runes as he is with the ornamentation he would have made sure they had the same space in all of the carving. 

It is not easy to make the runes evenly spread out in a carving. It is actually a lot more difficult than it looks. You have to sketch and erase and sketch again before everything is right. If this carver sketched the runes at all he can only have done it once.

This rune carver thought his ornamentation was the most important part. The runes are probably just an excuse to make this exquisite work of art for the future to admire. The carver really succeeded! It is a pity though; he did not sign his work of art.
